International transportation of dangerous goods
by road transport

The hazard sign, which is mandatory on a truck, indicates the type of danger through the use of five main symbols:

• bomb (explosion);
• flame (fire);
• skull and crossbones (toxicity);
• shamrock (radioactivity);
• liquids spilling out of two glass test tubes and affecting the hand (corrosion).
• These characters are complemented by four other characters:
• oxidizing agents (flame over circle);
• non-flammable non-toxic gases (gas? balloon);
• infectious substances (three crescents superimposed on a circle);
• various low-hazard substances (seven vertical stripes).

A vehicle carrying dangerous goods is always supplied with a set of documents:

• Certificate of admission of the driver to the transport of dangerous goods. ADR to obtain this Certificate, drivers must take special monthly courses on training the rules and regulations for the transport of dangerous goods.
• Hazard Information System (Hazard Information System) emergency card The Hazard Information System (HIS) emergency card indicates: the list of goods, the main properties and types of hazards, the personal protective equipment used, the necessary actions in an emergency and first aid measures for victims.
• Hazard Information System (Hazard Information System) Information Card The numbers indicate the EMC (Emergency Code) in case of fire and leakage, as well as information on the possibility of substances entering the wastewater.

The letters indicate KEM (Code of Emergency Measures) in the protection of people. The choice of letters is divided according to the initial letters of the most characteristic words of the applied code:
D - breathing apparatus and protective gloves are required;
P - breathing apparatus and protective gloves are needed only in case of fire;
K - a full protective set of clothing and a breathing apparatus are required;
E - evacuation of people is necessary.

• The form of the route for the transportation of dangerous goods informs about the route of movement, name, hazard class of the cargo, Code of Emergency Measures (EC), permissible speed, emergency telephone numbers along the route, the need for escort and the possibility / impossibility of movement at night

In the event of an incident during the transportation of dangerous goods, measures to eliminate its consequences are carried out in accordance with the instructions of the emergency CIO card or the emergency code according to the information table of the CIO. The full identification of the transported dangerous goods is carried out by the UN number available in the information table and emergency card of the CIO, as well as in the application for the transportation of this cargo.

When driving a vehicle carrying dangerous goods, the driver must:

• Avoid sharp maneuvers and braking, do not overtake vehicles moving at a speed of more than 30 km/h,
• Do not smoke in the vehicle and do not leave it unattended.
• It is strictly forbidden to transport simultaneously with dangerous goods other goods that are not provided for by the transport and accompanying documentation, as well as unauthorized persons.
• Drivers are prohibited from deviating from the established route for the transport of dangerous goods and traffic modes. In case of forced (emergency) parking of the vehicle, the driver must act in accordance with the instructions received (install emergency stop signs, stop prohibition signs with a coverage area of ​​200 m and red signal lights).
• If the car breaks down and it is impossible to eliminate the malfunction, the driver must call the transportation support vehicle and not leave the vehicle until it arrives, all repairs are completed and the cargo is delivered to its destination or back to the consignor. The place of your forced parking with dangerous goods must be reported to the bodies of the Ministry of Internal Affairs of the Russian Federation that control this transportation.

In the event of an incident, the driver must:

• not allow unauthorized persons to the place of the incident;
• report the incident to the nearest body of the Ministry of Internal Affairs of the Russian Federation;
• if necessary, call an ambulance;
• call an emergency team;
• provide first aid to the victims;
• in accordance with the instructions of the emergency card and the instructions received, take measures for the primary elimination of the consequences of the incident;
• upon arrival at the scene of the incident, representatives of special services (traffic police of the Ministry of Internal Affairs of the Russian Federation, sanitary inspection, ambulance, fire department, the driver is obliged to inform them about the situation.

Any vehicle carrying dangerous goods must be properly equipped.
When transporting dangerous goods, the motor transport organization is obliged to carry out additional equipment and equipment of vehicles in accordance with the requirements of the Rules for the Transportation of Dangerous Goods, as well as organize special training and instruction for drivers involved in work with dangerous goods, and provide him with personal protective equipment.
Face protection equipment includes respirators and gas masks, goggles (closed type) to protect against solid particles, and a special liquid is also required to wash the eyes in case of contact with harmful substances.
Skin and body protection means include: overalls, footwear, gloves, oversleeves, helmets, reflective vests.

All vehicles carrying dangerous goods must have the following minimum equipment, regardless of the class of cargo:

• a fire extinguisher containing substances that are inert in relation to the transported cargo per 10 kg;
• a 2 kg portable fire extinguisher for extinguishing a fire in an engine, containing substances at least not conducive to combustion of the goods carried;
• a set of emergency tools made of non-sparking materials or having a spark-extinguishing coating; --
• chocks in the amount of at least one, corresponding to the diameter of the wheel;
• one red lantern, permanently on or flashing, self-powered;
• one fixed lamp
• warning triangle;
• first aid kit and means of primary neutralization of hazardous substances.
• a box of sand and a shovel are needed to localize the fire on the spot.

It is also recommended to have on the vehicle in case of an incident in which it is undesirable for other cars to stop in the immediate vicinity of the scene of the incident, two signs prohibiting stopping, with a coverage area of 200 m. Signs are put up on both sides of the road at a distance of 100 m in front and behind the vehicle facilities.
